The Indian Health Service within the Department of Health and Human Services is seeking a firm-fixed-price commercial services purchase order for grounds maintenance at the Western Oregon Service Unit in Salem, Oregon, under an ISBEE set-aside. The work covers comprehensive maintenance of the 3.71-acre campus, including mowing, edging, trimming, weed and leaf removal, debris policing and disposal, retention pond maintenance, sidewalk and stair cleaning, vegetation management, annual pruning, approved chemical applications, and snow and ice removal as needed. The contractor must provide all labor, equipment, materials, and supervision, maintain at least 12 hours of service per week, and comply with safety, reporting, SAM registration, and any applicable licensing or pesticide/herbicide certification requirements. Evaluation will emphasize technical capability and staffing, past performance, and price, with technical factors weighted more heavily than price.
