Contract Opportunity Analysis
The U.S. Army Corps of Engineers Research and Development Center, Geotechnical and Structures Laboratory, intends to make a sole-source award to TA Instruments – Waters, LLC to procure one ElectroForce Apex 1 for ongoing Concrete Materials Branch research supporting force protection and materials development. The requirement is for a mechanical testing system with dynamic mechanical analysis capabilities to support characterization of polymeric and composite materials, including the specified grips, compression platens, bend fixtures, installation, training, a computer for the software, and 24 months of support. The instrument must meet exact performance and compatibility needs, including use of TRIOS software and a DMA application kit compatible with WinTest, to support research in Vicksburg, Mississippi. This is a notice of intent only and not a request for competitive quotes or proposals, but responsible sources may submit capability statements, proposals, or quotations to Tam Coronel by 4:00 PM CST on Tuesday, 28 April 2026; oral communications are not acceptable.
