Notice of Intent to Award a Sole Source Contract - Drinking Water Sampling Services within US Army Garrison Fort Buchanan

The Department of the Army, Mission and Installation Contracting Command at Fort Buchanan, intends to award a sole-source contract to Environmental Quality Laboratories, Inc. for comprehensive drinking water sampling, analysis, and reporting services. The contractor will perform non-personal services to ensure the installation's potable water system remains in full compliance with the federal Safe Drinking Water Act, U.S. Environmental Protection Agency regulations, and Puerto Rico Department of Health mandates. To be considered technically acceptable, vendors must possess a unique suite of certifications, including Puerto Rico Department of Health laboratory certifications for drinking water, microbiology, and chemistry, alongside NELAC and ISO/IEC 17025:2017 accreditations. The proposed contract has an estimated total value of $871,204.00, spanning a one-year base period and four one-year option periods, and alternative capability statements must be submitted to Harvey Odom at harvey.odom.civ@army.mil by July 24, 2026, at 8:00 AM Atlantic Standard Time.
