Design Bid Build Construction of a Collective Enlisted Training Barracks at Devens RFTA, MA

The Department of the Army, through the USACE Louisville District, is seeking proposals for the Design-Bid-Build construction of a new 46,000-square-foot Collective Training Enlisted Barracks at the Devens Reserve Forces Training Area in Massachusetts. The scope of work involves building a three-story, 300-person facility based on the Army Standard for Operational Readiness Training Complexes, which includes installing integrated security, communication, and HVAC systems, performing supporting site and utility work, and demolishing two existing barracks. This firm-fixed-price project requires compliance with Department of Defense Unified Facilities Criteria and Minimum Antiterrorism standards, and it carries a performance period of 950 calendar days from the Administrative Notice to Proceed. Proposals will be evaluated using a Best Value Trade-Off source selection process based on past performance, management plan, small business participation plan, and price.
