PP-002 - BIG EXPLOSIVES EXPERIMENTAL FACILITY (BEEF) MODULAR FACILITY

This document is Amendment No. 001 to the Expression of Interest (EOI) / Request for Information (RFI) No. PP-002, issued by Mission Support and Test Services, LLC (MSTS) on behalf of the U.S. Department of Energy. The RFI seeks information for a factory-manufactured building solution to serve as the Big Explosives Experimental Facility (BEFF). Mission Support and Test Services, LLC (MSTS), on behalf of the Nevada National Security Sites (NNSS) and the U.S. Department of Energy’s National Nuclear Security Administration (NNSA), has issued a Request for Information (RFI) and Expression of Interest (EOI) for the Big Explosives Experimental Facility (BEEF) Modular Facility. The objective is to conduct market research and gauge industry interest in providing a complete, permanent, volumetric modular building solution. The proposed scope requires a turnkey, factory-manufactured building of approximately 5,000 square feet to accommodate up to 200 personnel. The facility must support business, training, and assembly operations, utilizing three-dimensional modular construction. The contract excludes foundation construction, site work, and plumbing/water systems, but includes complete HVAC, electrical, and life safety systems (excluding automatic fire suppression). MSTS is evaluating two delivery options: immediate delivery by August 31, 2026, or delayed delivery with vendor-provided storage. MSTS contemplates awarding two to three separate Firm, Fixed Price (FFP) subcontracts for manufacturing, transportation, and potential storage. The anticipated contract term is one year, with an estimated value between $1,000,000 and $2,000,000. Interested vendors must submit a PDF feedback package detailing their company profile, inventory capabilities, structural specifications, and feedback on the proposed contracting strategy.
