NCTAMSLANT BILLING ANALYTICS TOOL SUBSCRIPTION AND SUPPORT SERVICES

This Performance Work Statement (PWS) outlines a requirement by the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMSLANT) Financial Management Department, Base Communications Office (BCO) Billing Branch, for a six-month subscription to a web-based, commercial off-the-shelf (COTS) business intelligence and billing analysis tool, including associated training and technical support. The primary objective is to acquire an automated, SQL-compliant system to aggregate, process, and analyze disparate telecommunications billing data. This tool is critical for tracking expenditure rates, improving reimbursable customer funding recapture rates, and sustaining auditable financial conditions in compliance with Department of Defense (DOD) and Department of the Navy (DON) Financial Improvement and Audit Readiness (FIAR) requirements. Key system requirements include repository management for lines, circuits, and command data; tracking of Telephone Control Officers (TCOs) and financial points of contact; universal data import capabilities; real-time ad-hoc and summary reporting; and multi-level, Common Access Card (CAC)-enabled user access via a secure environment compliant with DFARS cyber incident reporting standards. Additionally, the contractor must provide web-based training, super-user training, desktop user guides, and unlimited helpdesk support. NCTAMSLANT will provide legacy government-furnished information (GFI) for initial data input.

This Sources Sought Notice/Request for Information (RFI) is issued by the Department of the Navy to identify qualified businesses capable of providing a billing data analysis and reporting business intelligence tool. The requirement supports the Financial Management Department of the Naval Computer and Telecommunications Area Master Station Atlantic (NCTAMSLANT). The primary objective is to procure a six-month subscription to a web-based, commercial-off-the-shelf (COTS) billing analysis product, complete with web-based training and helpdesk technical support. The system must utilize a SQL-compliant database to aggregate, process, and categorize disparate telecommunications billing data from various vendors. This automated platform is essential for NCTAMSLANT to maintain compliance with Department of Defense (DOD) and Department of the Navy (DON) Financial Improvement and Audit Readiness (FIAR) standards. Anticipated to be a Firm Fixed Price (FFP) contract, this follow-on requirement is classified under NAICS code 541511 (Custom Computer Programming) and PSC 7A21 (IT & Telecom – Business Application Software). The anticipated period of performance is from September 28, 2026, to March 27, 2027.
