The Department of Homeland Security’s U.S. Coast Guard intends to award a sole-source contract to InCadence Strategic Solutions LLC to support the Biometrics at Sea System 2.0 program and establish an IDIQ vehicle for related services and devices. The work includes sustaining 1,009 JavelinXL devices, Ares Gateway, and Ares software already fielded within the Coast Guard, performing software enhancements, repairing hardware that internal technicians cannot fix, and providing about 500 additional JavelinXL devices with pre-installed Ares software and Gateway, along with replacement of approximately 1,509 associated cell phones as they reach end of life. The performance effort is tied to proprietary systems and equipment, with the contractor identified as the only authorized distributor and sole source able to service the devices and software, and the place of performance is Manassas, Virginia.
