NOTICE OF INTENT TO SOLE SOURCE:Law Manager Software License, Maintenance, and Technical Support Services

This Performance Work Statement outlines requirements for contractor maintenance and support services for the Law Manager application utilized by the United States Coast Guard Office of Legal Policy and Program Development (USCG-LPD). Serving over 300 personnel across Coast Guard Headquarters and various legal offices, Law Manager functions as the central repository for critical case management, workload tracking, and administrative reporting across multiple legal practice areas. The selected contractor will provide system support, perform software upgrades, assist with installation and database maintenance, and incorporate necessary software enhancements. Additionally, the contractor must develop functional conformance acceptance test documents, run test scripts using mock data, and submit verified results. Optional tasks include providing a compatible report writing tool and up to 1,000 hours of custom software modifications. The contract features a one-year base period starting September 30, 2026, with four subsequent one-year options. Work will be performed primarily at the contractor's facility during standard business hours. Key contract deliverables include a Post Award Conference (within 5 business days of award), a Project Plan, a Business Continuity Plan (within 30 business days of award), and verified test results following module updates. The contractor must supply all necessary facilities and materials, ensure Section 508 compliance, and safeguard sensitive and proprietary information.
