ARFF Vehicle Lease

The 27 SOCONS/PKA is issuing a single-source justification for the lease of one ARFF P-19 1,500 crash vehicle for 9 months, costing an estimated $83,000.00. This action addresses a critical shortage of operational crash trucks at Cannon AFB Fire Department, with 5 of 7 vehicles out-of-service, posing a significant risk to personnel and assets. Current resources cannot meet federal aviation requirements for aircraft like the C-130 and Boeing 767, leading to an unbalanced risk, mission, and resource posture. Efforts to obtain competition, including checking the Committee for Purchase From People Who Are Blind or Severely Disabled, GSA eLibrary, and other agencies, yielded no viable alternatives. Only Company Two Fire provided a quote, justifying the single-source award. Cannon AFB plans future market research to prevent similar sole-source awards. The Contracting Officer, Arti P Smeddal, determined that a single source is reasonably available per FAR 13.106-1(b)(1).
