The U.S. Department of State, through the Regional Procurement Support Office in Frankfurt, is procuring an Unmanned Aircraft System for the U.S. Embassy in Quito, Ecuador, to support the Ecuadorian Navy and Coast Guard. The selected contractor must manufacture, test, and deliver an NDAA-compliant Group 3 vertical takeoff and landing fixed-wing system comprising three aircraft, two ground control stations, integrated sensors, and a spare parts kit, while also providing pilot and maintenance training in Spanish. The system must be fully marinized for vessel launch and recovery, operate on heavy fuel, and carry swappable electro-optical/infrared and wide-area search radar payloads. Offers will be evaluated on technical capability, past performance, and price, with deliveries required F.o.b. Destination to Manta, Ecuador, within 180 calendar days of award.
