Sources Sought for an Experimental Aircraft Examiner (EAE)

The Federal Aviation Administration (FAA) Flight Standards Contracts and Program Administration Branch (AFB-560) is seeking a contractor to deliver a turnkey, one-time flight training and designee qualification program for one FAA Aviation Safety Inspector (ASI). The objective of this program is to train and evaluate the candidate for official designation as an Experimental Aircraft Examiner (EAE) for the Embraer EMB-314 Super Tucano. Because the EMB-314 operates under an Experimental-Exhibition airworthiness certificate, the FAA lacks internal training infrastructure for this platform. The selected contractor must provide a contractor-managed facility within the United States to conduct all operations. The scope of work includes: * **Task 1 (Curriculum):** Delivering a minimum of 12 hours of ground instruction and 8 hours of dual flight training. The curriculum must focus on evaluation methodologies, simulated emergencies, and flight maneuvers from both pilot stations in accordance with 14 CFR Parts 61, 91, and 183. * **Task 2 (Aircraft Provisioning):** Supplying a fully airworthy EMB-314 Super Tucano with disabled ejection seats, along with all necessary fuel, maintenance, and hangar logistics. * **Task 3 (Evaluation Coordination):** Providing the aircraft and facilities required for the candidate's final, formal examiner evaluation check ride. The period of performance is restricted to a single, continuous event of no more than seven consecutive calendar days, which must be fully completed by September 30, 2026.
