Paramedic Training Courses

This memorandum outlines a sole-source procurement for paramedic training for twenty medics from the 1st Cavalry Division at Fort Hood, Texas. The training aims to provide EMT-P certification for emergency care during deployments. The requirement specifies a training institution within a 30-mile radius of Fort Hood, with class schedules in January and June. Market research identified Central Texas College as the only institution meeting both location and schedule requirements, as other local colleges either did not offer the course or had incompatible schedules. No small businesses offering this specific training were found through DSBS, and mandatory government sources did not provide the required course. The contract, a fixed-price purchase order, will be funded by Operations & Maintenance, Army (OMA) FY 2026, with a base year from January 2026 to December 2026 and two option years extending to September 2028. The action is justified under FAR 13.106-1(b)(1) due to only one reasonably available source.
