Contract Opportunity Analysis

The Office of Naval Research, under the Department of the Navy, is seeking support for the FLASH Innovative Naval Prototype program to advance surface-launched, tactical-range hypersonic strike capability. The effort focuses on designing, developing, manufacturing, and flight testing prototype vehicles and on gathering technical, performance, scalability, risk-reduction, readiness, availability, and cost information for critical enabling technologies. The main areas of interest are high-TRL flight-qualified command and control systems, high-temperature structures and thermal protection systems, scaled design verification and flight test demonstration capabilities, and multidisciplinary design, analysis, and optimization. Additional mission requirements will be provided through a CUI and/or classified addendum, and the program emphasizes compatible minimum onboard mission systems to keep flight test risk low. An Industry Day is scheduled for May 4, 2026, white papers are strongly encouraged by May 15, 2026, full proposals are due August 17, 2026, and awards are anticipated by January 29, 2027.
