The U.S. Army Corps of Engineers (USACE), Fort Worth District, has issued a Sources Sought/Request for Information (RFI) to conduct market research for the design and construction of Permanent Party Barracks #104 at Fort Hood, Texas. If an OTA framework is selected, the Federal Acquisition Regulation (FAR) will not apply. The scope encompasses primary facilities (living quarters, HVAC, security, and cybersecurity systems) and supporting infrastructure (utilities, paving, and drainage) that must meet permanent-facility DoD, Army, and Unified Facilities Criteria (UFC) standards. The established Target Price Range for construction is between $99,628,420 and $110,698,420, within a total Programmed Amount of $125,000,000. Phase 1 contract award is targeted for Q3 or Q4 of FY27, with a 1,000-calendar-day period of performance for Phase 2 construction.
