Rocket Systems Launch Program (RSLP) Innovative Delivery of Effects (RIDE) Supplemental Request for Information (RFI) – Industry Statements of Capability (SOCs)

This document, Attachment 2 of the RIDE RFI, outlines the legacy Rocket Systems Launch Program (RSLP) Mission Assurance (MA) requirements. It serves as background information for industry responses regarding government MA and spaceflight worthiness processes used on Sounding Rocket Program-4 (SRP-4), Small Rocket Program-Orbital (SRP-O), and Orbital Services Program-4 (OSP-4) contracts. The document defines three primary Mission Assurance support categories: * **Category 1:** Missions subject to Spaceflight Worthiness Criteria (SFWC) certification under SMC-G-1202 and/or Federal Aviation Administration (FAA) licensing. The Launch Services Contractor (LSC) must demonstrate compliance, obtain FAA licenses, and perform specific trajectory, RF, and link analyses. * **Category R (Responsive):** Rapid-timeline missions subject to tailored Category 2 requirements to enable faster launch schedules. * **Category 2:** Highly structured missions subject to comprehensive SFWC certification. The LSC must submit detailed data deliverables spanning 66 specific requirements, including structural and thermal analyses, software architectures, qualification matrices, testing plans, and system-level verification documents (with extra specifications detailed for OSP-4). * **Category 3:** High-depth Independent Verification and Validation (IV&V) missions that encompass all Category 2 requirements. Historically, RSLP has not executed a Category 3 mission. Ultimately, this framework ensures launch system compliance, safety, and reliability across varying government launch profiles.

The Rocket Systems Launch Program (RSLP) has outlined updated requirements for its upcoming RIDE Indefinite-Delivery Indefinite-Quantity (IDIQ) contract vehicles, which will consist of two distinct contracts: one commercial and one non-commercial. Both vehicles will be managed by RSLP and made available to the Department of War and other government agencies to acquire space access for non-National Security Space Launch (NSSL) missions, including dedicated and multi-manifest launch services. Key commonalities between the two IDIQs include a focus on flexible mission designs, mission assurance solutions, payload swapping, and responsive launch capabilities (under 24 hours). Neither contract will purchase launch systems themselves, and neither will impose IDIQ-level restrictions on vehicle size or payload mass. The Commercial RIDE IDIQ will focus strictly on Space Transportation Services to transport developmental, responsive, and operational payloads to, from, or within space. Conversely, the Non-Commercial RIDE IDIQ will procure Space-Related Activities, addressing complex government research and development (R&D) needs. This includes acquiring services for new or heavily modified designs for testing, threat-representation, and research, as well as supplemental qualification testing with developmental concept of operations. RSLP will maximize the use of commercial solutions, including excess government intercontinental ballistic missiles (ICBMs), but may utilize non-commercial avenues when domestic commercial solutions cannot meet specific requirements.
