The required hardware upgrade package must include a simulator manikin, a laptop pre-loaded with the necessary training software, peripheral accessories, an electromagnetic tracking system, and a foot pedal. Additionally, the package must feature cardiac and abdominal training packs alongside replacement curvilinear and Transthoracic Echocardiogram (TTE) ultrasound transducers. The procurement also mandates a minimum of a one-year warranty and at least one day of virtual training.

This Federal Determination and Findings document authorizes USAFSAM/ETB to solicit a sole-source contract below the Simplified Acquisition Threshold to Elevate Healthcare. The purpose of this acquisition is to purchase a modern ultrasound simulator and associated training to replace an outdated system, ensuring the agency is up to date with Point of Care Ultrasound (POCUS) training standards. Market research, including internet searches and discussions with subject matter experts, concluded that Elevate Healthcare is the only source capable of fully conforming to existing training protocols without disrupting the continuity of current POCUS courses. Because competitive small business quotes meeting price, quality, and delivery standards are not expected, the acquisition will proceed as a non-set-aside, firm-fixed-price purchase order under commercial product acquisition regulations.
