Contract Opportunity Analysis
The Department of Veterans Affairs, Network Contract Office 01, intends to award a sole-source bridge contract to DBI Waste Systems INC for comprehensive waste and recycling pickup and disposal services. The contractor must provide all necessary equipment, personnel, and training to manage the solid waste and recycling programs for the VA Connecticut Healthcare System in compliance with federal, state, and local regulations. This temporary action is authorized under FAR 6.302-2 for unusual and compelling urgency to prevent a critical service lapse and hazardous waste accumulation while a protest-delayed long-term contract is resolicited. The eight-month bridge contract will run from October 1, 2026, through June 1, 2027, at the VA Medical Center in West Haven, Connecticut.
