D--Update Re BEA Statistical Modernization Support

The U.S. Department of Commerce (DOC), Bureau of Economic Analysis (BEA) has issued a Request for Information (RFI)/Sources Sought Notice for Statistical Modernization Support (SMS) services. The BEA seeks qualified contractors to provide full Software Development Lifecycle (SDLC) support for its Estimation IT System (BEA-EITS), its subsystems, and underlying IT architecture components. The objective is to obtain highly specialized statistical modernization support to assist BEA in accomplishing its mission of producing economic accounts statistics, including Gross Domestic Product (GDP). The RFI asks vendors to provide information on their business type, applicable NAICS codes (primary is 541512), technical approach for developing and maintaining statistical data systems, experience with specific programming languages and data formats, scalability, data validation, risk management, project management methodologies, knowledge transfer, past project successes, potential risks, and organizational conflicts of interest. The Bureau of Economic Analysis (BEA) seeks a contractor for statistical modernization support, focusing on the development, enhancement, operation, and maintenance of its statistical systems. This non-personal services contract requires expertise in the BEA's OneBEA architecture, which uses metadata-driven database systems and graph data structures for efficient processing of economic statistics like GDP. The contractor will provide full Software Development Life Cycle (SDLC) support, including database schema and code development, statistical production application development, SQL-based software enhancements, secure gateway development, and SQL training. Key technical capabilities include Microsoft SQL Server, Python, R, and Azure DevOps. The contract is a labor-hours effort over a one-year base period and one-year option period, with performance primarily at the BEA's Suitland, MD facility. Deliverables include project plans, weekly and monthly status reports, and specific development and modernization tasks across national, international, regional, OneBEA, and OCIO directorates. The contractor must meet stringent personnel security and confidentiality requirements, and demonstrate prior specialized experience with federal statistical systems utilizing graph data structures.
