Contract Opportunity Analysis
The Department of the Army, on behalf of the Massachusetts National Guard Joint Force Headquarters, is seeking an accredited institution of higher learning to provide Homeland Security Institute Seminar Services. The selected contractor will deliver two recurring executive education programs—the General and Flag Officers Homeland Security Executive Seminar and the Leadership in Homeland Security Seminar—along with National Guard-centric case study research and development. Work must be conducted at the contractor's brick-and-mortar facilities using Socratic learning methods, case studies, and PhD-level faculty with at least 10 years of senior executive instruction experience. The requirement will be awarded as a Firm-Fixed-Price Single Award Task Order Contract with a three-year ordering period, a maximum contract ceiling of $3,300,000.00, and a performance start date of September 1, 2026.
