Notice of Intent to Award Sole Source

The Department of the Air Force, specifically the 673d Contracting Squadron at Joint Base Elmendorf-Richardson in Alaska, has issued a Notice of Intent to Award a Sole Source contract to upgrade its supervisory control and data acquisition system. The contractor will replace an embedded LDAP server with Active Directory, integrate it with the existing SEL SCADA system, and update all system devices with the latest manufacturer software and firmware to eliminate known vulnerabilities. The project requires implementing a full Windows Server 2025 operating system configured to the latest Security Technical Implementation Guide requirements, with compliance verified via DOD-approved vulnerability management scan tools. Additionally, the contractor must mitigate any scanning findings and provide specialized patching and maintenance training to authorized Civil Engineer personnel.
