OASIS+ Exception to Fair Opportunity for Capability Program Executive Simulation, Training, Test & Threat (CPE ST3) Systems Engineering and Technical Assistance (SETA) Bridge

The Program Executive Office Simulation, Training, and Instrumentation (PEO STRI) is requesting approval for an exception to fair opportunity to award three sole-source task orders to Optimal Solutions and Technologies, Inc. (OST, Inc.) under their GSA OASIS+ contract. This $90.3 million bridge contract, covering an 18-month period, is necessary to prevent a lapse in highly specialized Systems Engineering and Technical Assistance (SETA) services. Due to protests and subsequent cancellations of competitive solicitations, and the impact of new Executive Orders requiring commercial, cost-effective solutions, the government needs time to revise its requirements and re-solicit. OST, Inc. is deemed the only contractor capable of continuing these critical services without disruption, which would otherwise lead to mission failure in training, testing, and threat programs, impacting warfighters and partner nations.
