Contract Opportunity Analysis

The National Oceanic and Atmospheric Administration’s Office of the Chief Information Officer is seeking industry information for Multi-Cloud Enterprise Data Infrastructure Services to accelerate cloud migration and strengthen enterprise data management. The work is intended to prototype and, if successful, operationalize a multi-cloud, data-enabled infrastructure that can support NOAA’s weather, ocean, and space-based capabilities and enable AI applications at scale. The desired solution must be high-availability, scalable, governed, and interoperable, integrate with existing NOAA FISMA-High systems, support FedRAMP moderate cloud services, and include modern data architecture, CI/CD automation, APIs or interfaces for AI agents, and capabilities for data science, analytics, and AI/ML development. This combined RFI and sources sought notice is for market research only, and responses are limited to three pages and due by June 5, 2026, at 12:00 p.m. EST to Jeremy Johnson and Tyra Lassiter.

AI Summary
The National Oceanic and Atmospheric Administration (NOAA) Office of the Chief Information Officer (OCIO) has issued a Request for Information (RFI) and Sources Sought Notice for Multi-Cloud Enterprise Data Infrastructure Services. This is solely for market research, not a solicitation. NOAA OCIO seeks industry partners to prototype and operationalize multi-cloud data infrastructure to accelerate cloud migration, enhance enterprise data management, and enable AI applications at scale. The desired outcome is a high-availability, enterprise, multi-cloud data-enabled platform within 6-12 months, integrating with existing NOAA FISMA-High systems and supporting COTS data and AI platforms. Prototype objectives include delivering a robust, scalable, cost-efficient multi-cloud data infrastructure as code (IaC) platform template with modern data architecture, scientific development areas, and secure data access. The platform must maintain FedRAMP moderate cloud services, achieve FISMA-High accreditation for data architecture and access, and FISMA-Moderate for science development. It must demonstrate interoperability, automated CI/CD pipelines, APIs/interfaces for AI agents, and capabilities for data science, analytics, and AI/ML development. Vendors should provide company information, small business status, GWACs/FSS contracts, and a description of their modern data platform solution, including architecture, data integration, AI enablement, and secure public access. Responses, limited to three pages, are due by June 5, 2026, 12:00 p.m. EST, to Jeremy Johnson and Tyra Lassiter.
