The Defense Logistics Agency Aviation in Philadelphia, Pennsylvania, intends to procure aircraft Environmental Control Units. The solicitation requires the delivery of seven units of National Stock Number 7R-1680-015834344-V2, Reference Number 67000022-1, on an FOB Origin basis. This procurement is classified as a Critical Safety Item and is being sole-sourced under FAR 6.302-1 because the Government lacks the technical data rights required to permit acquisition from alternative sources.
