The U.S. Army Corps of Engineers Fort Worth District is seeking industry feedback to evaluate the feasibility of utilizing an Other Transaction Agreement for the FY 2027 MILCON B-21 Flight Simulator Facility project at Dyess Air Force Base in Texas. The project requires constructing a 33,436-square-foot facility featuring three high-bay simulator bays, training support areas, and secure spaces compliant with ICD 705 standards. Key construction requirements include a specialized drilled pier concrete foundation, active airfield operations coordination, and strict construction security surveillance, with a mandated beneficial occupancy date of March 8, 2030. The project has an estimated value of $57,268,000 and is currently at a 100% design stage, though the government is considering reverting the design to 35% to facilitate an alternative delivery method.
