The National Institute of Standards and Technology is conducting market research for an Electrical Performance Monitoring System to support the CHIPS Metrology program and identify commercial sources that can meet its anticipated needs. The system will be used for in-situ resistance measurements on polymeric packaging components during accelerated aging tests to produce time-resolved data for an open-source physical property database and improve reliability modeling for advanced semiconductor packaging. Required capabilities include a new system with at least a 3-slot chassis and 3 channels, specific current and potential functions, chronopotentiometry, electrical impedance spectroscopy, and compliance with federal cybersecurity and privacy requirements such as secure configuration, access controls, encryption, and incident response. The deliverable is one system for NIST in Gaithersburg, Maryland, with a 12-month warranty, payment upon installation and acceptance, and responses to the market research notice submitted by email without proprietary information and limited to 10 pages.
