Telecommunication Expense Management and Asset Tracking

The U.S. Department of State’s Bureau of Diplomatic Technology (DT) has issued a Request for Information (RFI) to identify industry capabilities for an integrated Telecommunications Expense Management and Asset Tracking (TEM-AT) solution. This RFI is for market research and planning purposes, not a solicitation for a contract. The Department seeks a solution to manage global telecommunications services and assets, ensuring uninterrupted communications and effective spend management. Key requirements include commercially proven, enterprise-grade COTS products, compliance with federal security standards (FISMA, FedRAMP Moderate, CISA BOD 22-01, ISO/IEC 27001, SOC 2 Type 2), Section 508, and CMMI-DEV Level 5. The solution must support robust data integration with government systems, automated data management for expense tracking, invoice processing, and full lifecycle asset management. Vendors must demonstrate past experience with federal agencies of similar global scope and complexity. Responses are due by February 27, 2026, and questions by February 23, 2026.
