The purpose of this J&A is to authorize a sole-source procurement for proprietary spare parts and components required to support the HC-27J Medium Range Surveillance aircraft fleet. The USCG identifies Leonardo SpA (operating through its division, Leonardo Aircraft) as the sole source capable of providing these specific parts. As the Original Equipment Manufacturer (OEM) of the C-27J aircraft, Leonardo SpA owns the proprietary technical data, drawings, and manufacturing rights. The USCG does not possess the licensing rights to release this restrictive data to other potential suppliers, making competition unfeasible. Procuring from an alternative source would cause unacceptable delays and duplicate costs that the government is not expected to recover.
