37-DAY DRY CARGO TIME CHARTER

The Military Sealift Command (MSC) Strategic Sealift Program Office has issued a Sources Sought Notice (No. N32205-SS-N321-26-139) to conduct market research on the price and availability of U.S. and foreign-flag roll-on/roll-off (RO/RO) vessels. The government is seeking information to support a future requirement for a 37-day dry cargo time charter to transport military cargo—including helicopters, wheeled vehicles, and breakbulk—with a tentative layday commencing October 9, 2026. The designated delivery port is Charleston, South Carolina, and the redelivery port is Beaumont, Texas. Interested parties are requested to submit specific vessel details, including physical specifications, daily charter rates, fuel consumption, militarily useful deck space, ramp door and main deck heights, and supercargo capacity. Respondents must also provide company information, including their Unique Entity Identifier (UEI) and business size status under NAICS code 483111 (water transportation services with a small business size limit of 1,050 employees). Large businesses are also asked to outline potential subcontracting opportunities. Responses must be submitted via email to Point of Contact David Hamilton by July 16, 2026, at 11:00 AM Eastern Time.
