Bloomberg Terminal Subscription in support of NDU

This federal procurement document is a Sole Source Justification (pursuant to FAR 13.106-1(b)(1)(i)) for the National Defense University (NDU) Library to acquire an institutional subscription for Bloomberg Terminal Anywhere Client Licenses. The contract, managed by the NAVSUP Fleet Logistics Center Norfolk, covers a 12-month base period starting September 19, 2026, followed by four 12-month option periods, maintaining two licenses throughout. The Bloomberg Terminal is a proprietary interactive financial information network that integrates real-time data, news, research, and analytics. It is a critical, non-duplicative resource required to support the curriculum of the Eisenhower School's Industry Studies Program, enabling students to analyze global security, economic, and industry trends. The platform provides unique aggregation, depth, and synthesis of financial data that standalone tools like Moody's, CNBC, or Reuters cannot replicate. Possession of these capabilities is also essential for NDU to meet Middle States and Joint Professional Military Education accreditation standards. Market research, including a Request for Information (RFI) posted on SAM.gov, confirmed that Bloomberg Finance LP is the sole provider of this integrated software. The only RFI respondent, Moody's Analytics, was determined to offer complementary services rather than a viable substitute. Consequently, competition is precluded, as procuring any other source would result in inadequate capabilities, higher costs, and ineffective duplication of resources.

This federal contract amendment (Amendment 0001) modifies solicitation N0018926QD133, issued by the NAVSUP Fleet Logistics Center Norfolk on behalf of the Eisenhower School. The primary purpose of the amendment is to increase the quantity of Bloomberg Terminal Anywhere Client Licenses from two (2) to three (3) for the base year and all four option years (CLINs 0001, 1001, 2001, 3001, and 4001). Additionally, the response due date for the solicitation has been extended from June 19, 2026, to July 22, 2026. The Bloomberg Terminals provide a critical, integrated financial and economic research platform essential for the academic and research mission of the Eisenhower School within the Defense and Intelligence community. This platform offers real-time global financial data, analytics, and proprietary tools that align with the school's graduate-level curriculum. The contract consists of a 12-month base period starting September 19, 2026, followed by four consecutive 12-month option periods extending through September 2030.
