General construction has an 85% limit, and special trade construction has a 75% limit, with material costs excluded for both construction types. Offerors acknowledge the certification's legal implications under 18 U.S.C. 1001, warning against false certifications. Non-compliant SDVOSB/VOSBs may face penalties, including referral to the VA Suspension and Debarment Committee, fines, or prosecution. Contractors must provide documentation to VA upon request to demonstrate compliance, with failure to do so resulting in remedial action.
