Contract Opportunity Analysis
The U.S. Probation and Pretrial Services Office for the Eastern District of Texas is seeking Blanket Purchase Agreements for treatment services for federal defendants and individuals under supervision. The scope includes substance use services such as assessments, counseling, testing, and related treatment, as well as mental health treatment including evaluations, medication monitoring, counseling, and dual diagnosis services. Work is centered in Prosper, Texas, with services expected to be available within the catchment area and delivered by qualified professionals at pricing no higher than the offeror’s most favored customer for comparable terms. The BPA period is October 1, 2026 through September 30, 2027, with the government able to extend it for up to four additional years in one-year intervals. Interested offerors must send a notice of interest with contact information to TXEPml_treatment_services_team@txep.uscourts.gov by June 24, 2026, when the RFP is scheduled to be posted, and a virtual bidder conference is planned for July 7, 2026.
