Elevated Tactics Systems (ETS)

This Statement of Objectives (SOO) outlines the Federal Bureau of Investigation’s (FBI) plan to establish a five-year Blanket Purchase Agreement (BPA) for Elevated Tactics Systems (ETS). Procured for the Aviation Support Unit (ASU) and Critical Incident Response Group (CIRG) Division, these systems are designed to maximize tactical advantage, accelerate multi-level structural interventions, and enhance operator safety. The BPA has an estimated total value of $2.5 million over a five-year ordering period. It covers three core outcomes: delivery of a dominant assault force, rapid reduction in time-on-target, and maximized operator survivability. To achieve these outcomes, the FBI requires systems featuring a One Single Ramp (OSR) and Rear Deployment Deck (RDD) integrated onto a host vehicle, specified as a 2025 or newer Ford 550 XL (or equal) with 4x4 drive, armor plating, and specialized control systems. Key performance requirements include: * **Mobile Adjustable Ramp System (MARS):** A dual extendable hydraulic ramp made of aircraft-grade aluminum that can reach maximum height in under 10 seconds, featuring a slip-resistant safety railing and a multi-angle extension. * **Rear Deployment Deck (RDD):** An articulating stairway for high-speed access and evacuation, a crew seating area accommodating up to eight personnel, integrated equipment storage, and a two-tier tactical step. This procurement will ensure the FBI's operational readiness and tactical superiority during high-threat interventions in diverse environments.
