Counter Surveillance and Reconnaissance (CSR) Capabilities Against Space Based Threats

The Army Contracting Command – Redstone Arsenal (ACC-RSA) has issued an unclassified Sources Sought Notice (W58SFN-25-R-0001-1) for the Program Executive Office Intelligence, Electronic Warfare & Sensors (PEO IEW&S). The purpose is to identify capable vendors for a subsequent classified Sources Sought Notice and potential solicitation. This will involve requesting white papers for ground-based counter surveillance and reconnaissance (CSR) capabilities against space-based threats. ACC-RSA intends to utilize either 10 U.S.C. §4022 for prototype projects or 10 U.S.C. §3458 for innovative commercial products/services via a Commercial Solutions Opening (CSO). Interested vendors must currently possess the ability to produce terrestrial-based CSR prototypes, employ personnel with Top Secret/SCI clearances (Engineer, Program Manager, Logistician, Security Officer), have a facility meeting SCI security standards (ICS-705-1 and ICS-705-2), and be able to email on the Joint Worldwide Intelligence Communication System (JWICS). Vendors are also asked about their amenability to innovative contracting opportunities, specifically OTA vehicles or FAR-based contracts using the CSO pathway. Responses are due by December 5, 2025, at 1200 CST via JWICS email, with unclassified questions due 10 days prior.
