MH-60R & MH-60S PMI MAINTENANCE & SQUADRON SUPPORT IN ROTA SPAIN

This document addresses questions and answers related to the H-60R/S PMI Rota, Spain contract. Key clarifications include the requirement for Level 2 NDI technicians certified IAW NAS410, the government's intent to provide current Industrial Health surveys, and the contractor's sole responsibility for Government Furnished Property inventory. The government will update documentation references, provide historical schedules for aircraft induction, and anticipates releasing the Final FOSR in September-October with a 45-day response time. Page count exemptions for submission items are confirmed, and Annex A and B can be submitted in original file format. The Quality Management System (QMS) requirements have been clarified to reference PWS section 5.5, and the AS9110C compliance is moved to PWS 5.5.1. The government will not allow partial payments for PMI events, nor guarantee quantities for option years but will update schedules annually. All US and Spanish PMI events will occur in the two identified aircraft bays, and contractors are expected to maintain staffing levels even without an active PMI event. Waivers will be issued for delays outside the contractor's control impacting Turnaround Time (TAT). The government will provide access to an authorized paint booth for PMI-2N events, which include a full aircraft repaint. ISR Depot-level work outside PMI specification is covered by CLIN 0X05. Fuel services will not be provided by the government, nor will meals and water. ATC cabinets are not brand specific, and the DD254 reference for security access has been removed. Experience on Navy rotary-wing aircraft or other service H-60 type aircraft is acceptable for the Maintenance Control Advisor. There will be no more than two aircraft scheduled for PMI at any given time, and maintenance records will be provided per aircraft. The contractor's artisans will work independently for O-I-D-Level maintenance outside of PMI, with input on impact to PMI execution. The projected PMI induction schedule will be updated annually. Classified components will be removed by the squadron, and no classified storage will be provided. The contractor's team will be solely responsible for performing PMI events, not augmenting government workforce. The “Offeror Proposed Unit Percentage” is inclusive of indirect burdens but not profit/fee. The TAT is as specified in the FOSR, not the IMP. No additional screening timelines are required beyond base access. The primary intent is to support the tenant squadron at NS Rota, but other aircraft may be included in option years. CACs will be obtained by contractors via appointment.
