Contract Opportunity Analysis
The Naval Undersea Warfare Center Division Newport, for the Department of the Navy, is seeking a firm-fixed-price purchase order for testing biofouling paints and coatings in Pearl Harbor, with the work to be performed by the University of Hawaii at Manoa. The scope includes field handling and photography, percent cover and organism identification, collection, preservation and shipment of biofilm samples, force gauge testing for removal of hard foulers, water jet removal of biofilm, and related university indirect/overhead charges. The requirement is to be performed in Honolulu, Hawaii from June 19, 2026 through December 18, 2026, and award will be made on a lowest-price-technically-acceptable basis; offerors must meet the referenced technical documents, provide evidence of similar past work, and comply with drawing access and cybersecurity requirements including JCP/DD 2345 access, a current NIST SP 800-171 DoD assessment in SPRS, and CMMC Level 2 (self) or higher. Quotes must be emailed to Daniel Sanville at daniel.w.sanville.civ@us.navy.mil by May 6, 2026 at 12:00 PM Eastern Standard Time, and quotes should remain valid for at least 60 days.
