Supply of Sheeted Cotton Linters (For Use in Nitrocellulose Production)

The Army Contracting Command at Picatinny Arsenal, NJ (ACC-NJ) has issued a Request for Information (RFI) to gather information from industry sources capable of supplying sheeted cotton linters. These linters are crucial for producing nitrocellulose at Radford Army Ammunition Plant (AAP). This RFI is solely for planning and informational purposes and does not guarantee a future Request for Proposal (RFP). The government is seeking suppliers who can provide 1.8 to 3.1 million pounds per year of sheeted cotton linter cellulose, conforming to Class 2 of MIL-C-206A, with specific quality requirements detailed in Table 1. The material should also meet the sheet and roll properties listed in Table 2, consisting of bleached cotton linters that are uniform and free from impurities. Interested contractors are encouraged to submit a white paper detailing their capabilities, including facility capacity, product lines, and production experience, along with their business size/classification.
