Intent to Sole Source (Tactical Medical Training)

This memorandum justifies the sole-source acquisition of Advanced Medical Training (AMT) and Tactical Combat Casualty Care (TCCC) support from Tier 1 Group, LLC (T1G) for Charlie Company, 4th Reconnaissance Battalion, U.S. Marine Corps Reserve. This acquisition, falling under the simplified acquisition threshold, is deemed necessary due to T1G's unique qualifications and brand-name characteristics. T1G offers a proprietary training methodology for skill retention, a unique mobile simulation and scenario integration capability, an exclusive cadre of former Special Mission Unit instructors, an unmatched turnkey operational model, and integrated veterinary and trauma simulation support. These factors ensure continuity of training, hyper-realistic combat scenarios, superior doctrinal expertise, operational efficiency, and high-fidelity training. The training, scheduled for January 24, 2026, at Camp Bullis, San Antonio, TX, will involve 40 Marines and supports critical Marine Corps tasks. Market research confirmed T1G as the only vendor capable of meeting these specialized requirements, with other vendors lacking the comprehensive expertise and experience. The justification is certified by technical and contracting officers.

The Regional Contracting Office, Marine Forces Reserve, New Orleans, LA, intends to award a sole source contract to Tier 1 Group for Tactical Medical Training (TCCC / AMT Support). This acquisition will proceed under Simplified Acquisition Procedures and 'Other than Full and Open Competition' as authorized by FAR 13.501, with an anticipated award date of January 16, 2026.
