Rapid Assured Access (R2A)

The Request for Information (RFI) from the Defense Microelectronics Activity (DMEA) outlines the Rapid Assured Access (R2A) program, which aims to provide the Department of War (DoW) and defense contractors with rapid, long-term, and assured access to semiconductor foundry technologies. DMEA's Trusted Access Program Office (TAPO) will establish enterprise-wide contracts to achieve this, prioritizing rapid technology deployment, increased production capacity, and a reinvented semiconductor acquisition system focused on speed and agility. The R2A program will cover the entire spectrum of wafer manufacturing and related services, including prototype development and production. The RFI seeks information from vendors on their capabilities, process technologies, ancillary process objectives, multi-project wafer runs, production management data, order fulfillment services, technology discontinuance policies, and security/export regulation controls. Specifically, it encourages domestic suppliers to detail their offerings, certifications, supply chain for photomasks, design IP, domestic wafer shipment data, and ability to provide advanced notice for technology discontinuance. DMEA also requests industry comments on the potential structure of the Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
