The 763rd Enterprise Sourcing Squadron (763 ESS) is issuing a Sources Sought Announcement to identify businesses capable of providing classroom and simulator training for United States Air Force (USAF) Flight Attendants on Boeing 737 (C-40B/C), 757 (C-32A), and 747 (VC-25A and E-4B) aircraft. This training focuses on emergency egress procedures in accordance with the USAF Cabin Operating Manual. Key training areas include Egress Aircrew Flight Equipment, Fire Fighting, Ditching, Emergency Procedures, Aircraft Systems, Hazardous Materials, In-flight Illness, and Water Survival. This Performance Work Statement (PWS) outlines the requirements for Headquarters Air Mobility Command (HQ AMC) to provide Boeing Flight Attendant Egress Simulator Training (FAEST). The primary objective is to equip United States Air Force (USAF) Flight Attendants with the skills to safely egress passengers from Boeing 737 (C-40B/C), Boeing 757 (C-32A), and Boeing 747 (VC-25A and E-4B) aircraft during emergencies. The training encompasses initial and annual refresher courses, covering critical areas such as egress aircrew flight equipment, firefighting, ditching, emergency procedures, aircraft systems, hazardous material handling, in-flight illness (including CPR/AED), and water survival. The contractor is responsible for developing a training plan based on the USAF Cabin Operating Manual (COM), providing instructional materials, qualified instructors with military aviation experience, and appropriate training facilities and simulators. Key deliverables include a training plan, student course critiques, and training accomplishment reports. The PWS also details supplemental requirements covering program management, student failure notification, emergency medical services, invoicing, training certificates, place of performance, work hours, continuation of services, class scheduling and cancellation policies, post-award conference, non-disclosure agreements, controlled unclassified information, quality assurance, organizational conflict of interest, safety, and contractor inventory reporting.
