The Eglin Gulf Test and Training Range (EGTTR) is seeking Commercial-Off-The-Shelf (COTS) and Government-Off-The-Shelf (GOTS) Multiple Object Tracking Radar (MOTR) systems to replace legacy single-object tracking radars. These MOTRs will provide accurate time/space/position information (TSPI) for multiple simultaneous cooperative and non-cooperative airborne test platforms, items, and targets within the Eglin Test and Training Complex (ETTC). Key technical requirements include tracking 20 simultaneous high-speed targets up to Mach 10 and angular rates of 30 degrees/second, performing both skin and C-band tracking, and automatically detecting and tracking separating objects. The radar must detect non-cooperative targets with a 1 square meter radar cross-section at 130 nautical miles with a signal-to-noise ratio (SNR) of >= 12 dB, and track two objects to an accuracy of 10 meters RMS in range and 0.1 degrees RMS in azimuth and elevation angles at SNR >= 20 dB. Other specifications include beacon tracking over 500 nautical miles, a frequency range of 5.4-5.9 GHz, trailer-mounted mobility, remote control via a digital network, and an upgradeable Windows 11 (or equivalent) operating system. Accuracy requirements are <= 15’ (1 sigma) for range and <= 0.1 milliradian (1 sigma) for angle. The system must also offer 360-degree continuous azimuth coverage, -5 to 185-degree elevation, withstand harsh environments, provide and accept target data from other systems, and support IRIG-standard calibration with multi-track calibration capabilities. Proof of direct knowledge or access to OEM proprietary engineering and technical information is required.
