AMENDMENT 1 R430--New 5-year contract for Security Guards Services for the Milwaukee VAMC & Union Grove and Oconomowoxc CBOCs

This amendment addresses submitted questions for RFQ 36C25226Q0346, concerning unarmed security services for the Milwaukee VAMC and CBOC locations. Key clarifications include that no site visit is needed, a formal Q&A amendment will be issued, and the incumbent contractor is REDCON, though this is a new requirement with added locations. Wisconsin private security licenses are highly recommended but not required at the time of quote submission; however, they must be in place by the offer date of June 2, 2026. The VA will not provide historical turnover or absenteeism data. Detailed SOPs and post orders will be provided post-award. Overtime is not permissible, and only the DOM will cover holiday time. Additional option years or staffing increases are not anticipated. The contractor is responsible for panic alarm testing and camera reporting at certain locations. Security personnel should call VA Police immediately for incident response within 2-4 minutes. Cross-post staffing flexibility is up to the contractor. Incumbent contract employees should meet contract requirements. Supervisor and relief staffing must be included within hourly rates as needed. Radios, parking access, credentials, and panic systems will be furnished at no cost. Previous solicitation packages are not provided, as this is a new requirement. The contract is for a base plus four option years, with a period of performance from October 1, 2026, through March 30, 2027.
