15 OTT XLink 500 dataloggers

This document is a sole-source justification from the NASA Shared Services Center recommending a non-competitive contract with OTT HydroMet Company. The procurement is for fifteen XLINK500-C7-1C datalogger units, with an estimated delivery time of approximately four weeks after award. The justification for soliciting solely from OTT HydroMet is based on the need to expand and maintain an existing network of 30 PIERS/PIERS+ precipitation platforms deployed for the Global Precipitation Measurement ground validation program. These platforms are custom-designed and fabricated specifically to fit the physical size, power requirements, data acquisition software, and communication protocols of the OTT/Hydromet XLink500 units. Acquiring these specific dataloggers ensures compatibility and allows them to serve as direct replacement parts for currently deployed hardware. Utilizing a different brand would disrupt compatibility and invalidate the significant design, fabrication, and software development efforts already invested by the government.

This Statement of Work outlines the procurement of fifteen (15) OTT/Hydromet XLink 500 datalogger and cellular modem units. These devices will support GPM-GV PIERS++ platforms by acquiring and transmitting environmental data from various meteorological instruments, including Parsivel2 disitrometers, dual-tipping buckets, and Pluvio sensors. Key technical requirements for the units include plug-and-play modem cards, custom Python script programming capabilities, two-way communication for remote configuration, and secure transmission protocols (HTTPS, FTPS, and TCP/IP). The place of performance is designated at the OTT HydroMet facility in Sterling, Virginia. Delivery of the fifteen units is required approximately four weeks following the approval of the purchase request. No government-furnished equipment or information will be provided for this contract.

NASA/NSSC has issued a sole-source contract notice of intent to acquire 15 OTT XLink 500 dataloggers from OTT HYDROMET CORP, identified as the sole provider of this equipment. The procurement will be conducted as a commercial acquisition under FAR Part 12, with performance located at the NASA Wallops Flight Facility. The associated NAICS code is 541519. Capable organizations may submit their qualifications in writing to the Primary Point of Contact, Shanna L.
