Contract Opportunity Analysis

The Department of the Army, through PdM SCIE at ACC-APG, is seeking information on individual signature management camouflage capability for soldiers, with the goal of reducing detection across visual, infrared, and radar sensors. The request covers modular concealment solutions such as overgarments, hide sites, headcovers, hasty systems, and extremity concealment that can work in arid, woodland/jungle, and arctic/extreme cold environments. Vendors are asked to provide unclassified performance data, physical and textile properties, TRL/MRL, training and TTPs, Berry Amendment status, production capacity, scalability, and rough-order pricing, with emphasis on lightweight, durable, interoperable, and breathable systems that do not hinder movement or add meaningful load. This is a request for information only; responses are due by email to Jacqueline Young and Austin Myhre no later than 5 June 2026 at 5:00 p.m. EST, questions are due by the same deadline, and optional PDMs must arrive at Ft Belvoir, Virginia by 30 June 2026 at 5:00 p.m. EST.

AI Summary
The document outlines a comprehensive template for evaluating vendor products, likely in response to a government Request for Proposal (RFP) or grant application. It details various criteria for assessing items, including vendor and product names, form factor, and manufacturing information such as Technology Readiness Level (TRL) and Manufacturing Readiness Level (MRL). The template also covers intended environment, camouflage patterns, and Berry Amendment compliance. Key characteristics like size, weight, and monthly production capability are required, along with detailed textile properties including tear strength, air permeability, moisture vapor transmission rate (MVTR), drying time, and tensile strength. Signature management properties, such as water resistance and mitigation of visual (VIS), near-infrared (NIR), short-wave infrared (SWIR), mid-wave infrared (MWIR), long-wave infrared (LWIR), and radar signatures, are also critical. Finally, cost information for various unit quantities and confirmation of a submitted Product Data Management (PDM) are requested, indicating a thorough evaluation process for procuring specialized items, potentially for defense or public safety applications.
