STARCOM Delt 1 Enlisted Initial Skills Training

This Performance Work Statement (PWS) outlines the requirements for contractor support for the Space Force Enlisted Initial Skills Training (IST) program. The 533d Training Squadron (533 TRS) is responsible for developing, instructing, and maintaining space-centric training for USSF enlisted Guardians. The contractor will provide subject matter experts and instructors for course development, maintenance, production, and instruction across three phases: Guardian Fundamentals (Phase 1), Space Discipline Specific Courses (Phase 2 – Space Systems Operations, Intelligence Operations, Cyberspace Operations), and Mission Integration, Exercises, and Capstone Events (Phase 3). Key requirements include non-personal services, contractor management, personnel qualifications (including security clearances and degree requirements), work location at Vandenberg Space Force Base with limited telework, travel, security protocols (CAC, DD Form 254, OPSEC, CUI, Classified Information protection), manpower reporting, and data rights for curriculum. Performance will be evaluated through government surveillance, with provisions for addressing minor and major non-conformances. The period of performance includes a base year and three option years, starting May 1, 2026.
