The acquisition is a 100% total small business set-aside under NAICS code 541380 (Testing Laboratories and Services), with a size standard of $19 million. The Plant Science Research Unit in Raleigh, North Carolina, requires AVITI next-generation genomic sequencing of wheat DNA libraries to support ongoing genetic investigations of complex plant traits. Specifically, the contractor must perform quality control validation on 22 USDA-constructed library pools, execute paired-end high-flow-cell sequencing on two Element Bioscience AVITI (or equivalent) platforms, and perform single-end high-flow-cell sequencing on 10 AVITI platforms. All deliverables—including FASTQ files, FastQC reports, and flow-cell reports—must achieve an average base-read quality score of Q40 or higher and be delivered via secure FTP within 21 calendar days of sample receipt.
