Intent to Sole Source - VMware Voice Software and License Renewal

The 81st Contracting Squadron (CONS) is requesting a sole-source justification for the renewal of VMware software support and licenses for its Voice Systems Operation, specifically for the NIPR system. This action is necessitated by existing VMware licenses, which require identical branding for renewals to prevent system failure and increased costs. Furthermore, the Department of the Air Force (DAF) has mandated the use of the DISA VMware by Broadcom Blanket Purchase Agreement (BPA) as the sole source for all Broadcom VMware software and services. Market research efforts, including Ability One, FPI UNICOR, and GSA Advantage, yielded no alternative sources. To avoid future sole-source requirements, 81 CS will monitor its system for potential replacement and continue to monitor the market for alternative vendors if the BPA mandate changes. The Contracting Officer has determined that only a single source is reasonably available for this contract action.
