SSV MOONPOOL (EXTENDED-TERM)

This Sources Sought Notice (No. SS-26-141) is issued by the Military Sealift Command (MSC) to evaluate option exercise viability for an existing charter contract. It seeks information on the availability and cost of one Jones Act-qualified, U.S.-flagged host vessel to support Naval Special Warfare (NSW) training operations based out of Joint Expeditionary Base Little Creek in Virginia Beach, Virginia. The vessel must support 45 Government personnel in addition to its crew, operating up to 45 days without resupply. It will primarily facilitate training operations including launching, recovering, and servicing Dry Combatant Submersibles (DCS), SEAL Delivery Vehicles (SDVs), Rigid Inflatable Boats (RHIBs), Combat Rubber Raiding Craft (CRRCs), and Personal Watercraft (PWCs). Key technical requirements include: - A minimum transit speed of 12 knots and range of 8,600 miles. - Dynamic Positioning (DP-2) capability and a dry moonpool for manned submersibles. - Specialized onboard facilities including a certified Navy hyperbaric chamber, an air compressor room, a bottle storage room, a diver SCUBA charging station, and a wet suit drying space. - Secure operational spaces meeting Intelligence Community Directive (ICD) 705-1 standards. - Full hotel services including 24-hour laundry, daily meal services, and dedicated recreational and physical training spaces. The proposed period of performance begins with a layday on September 28, 2026, consisting of a one-year base period followed by a one-year option and an 11-month option period.
