Fluke Electronics Repairs

This Performance Work Statement (PWS) outlines requirements for the Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility (PHNSY & IMF) to service a malfunctioning Fluke Electronics Model 910R GPS/Rubidium Frequency Reference. The contractor must perform a sequential process of opening, evaluating, quoting, repairing, and calibrating the equipment to restore it to full operational condition. The evaluation, including a root cause analysis of the unit's garbled display and continuous alarm, must be submitted within five business days. Repairs require written government approval and a formal contract modification, utilizing only genuine original equipment manufacturer (OEM) parts. If the repair is approved and completed, the contractor must perform an ISO/IEC 17025 accredited calibration traceable to the National Institute of Standards and Technology (NIST). If the unit is unrepairable or the quote is rejected, the contractor must return the equipment at no cost alongside a detailed technical failure analysis. Eligible contractors must hold ISO/IEC 17025:2005 accreditation and perform services at an authorized Fluke Electronics facility using authorized technicians. The contractor is responsible for secure return shipping, managing Government Furnished Property (GFP) through the PIEE GFP module, providing commercial warranties on replacement parts, and maintaining a Quality Control Program.
