MODIFICATIONS TO THE DEPTH-AVERAGED WATER DENSITY ENGINE, ADVANCED CIRCULATION (ADCIRC), IN ORDER TO PROVIDE GLOBAL GRIDS (WATER LEVEL DATUMS) AND OTHER MULTI-YEAR WATER LEVEL PRODUCTS THAT WILL IMPROVE NOAA TIDALLY-REFERENCE AIRBORNE OPERATIONS.
Contract Opportunity Analysis
The Department of Commerce, National Oceanic and Atmospheric Administration, intends to award a sole source purchase order to the University of Notre Dame for modifications to the Advanced Circulation depth-averaged water density engine. The contractor will identify appropriate data sources or models, interface with existing package architecture, and perform testing to provide global grids and multi-year water level products. These enhancements will support NOAA's tidally-referenced airborne operations, allowing the agency to improve short-term and long-term predictions to support emergency response and coastal mapping missions. The anticipated period of performance runs from October 1, 2026, through September 30, 2027, with services to be performed in Indiana. Capabilities statements or inquiries may be submitted in writing to Michelle Walton at michelle.walton@noaa.gov within 15 days of the publication of this presolicitation notice.
