The Department of War Education Activity (DoWEA) is seeking information on cloud-based Freedom of Information Act (FOIA) management software that complies with all federal laws and regulations. DoWEA anticipates a single award for a period from August 7, 2026, to August 6, 2031. This Request for Information (RFI) is for planning purposes only and does not constitute a request for quote or a promise to issue a future solicitation. DoWEA currently uses FOIAXpress and requires a commercially available, off-the-shelf, enterprise license for FOIA management software, including data migration and technical support. Key requirements for the proposed solution include case management capabilities (e.g., tracking numbers, email templates, fee tracking, statistics), electronic data review (e.g., email deduplication, keyword search, audit logs), AI redaction, and a public access link connecting to the National FOIA Portal.
